I guess my experience is a bit different, as I have seen a routine need for background checking turn up in lots of contracts for businesses dealing with government and regulated industries (banks, telco, healthcare) over the last 2 or 3 years.
When this filters through to common understanding, so in the time period when current contracts are up for renewal over the next few years and the new one mandates background checks, everybody will suddenly see the need and value this business delivers.

There have been very few times in my investment life I have been afforded such a crystal clear view of what will be highly valued in the market in a year or so. I think Warren Buffet calls it a fat pitch.
