You're misunderstanding the use of the word 'tightly'.
The word is in reference as to who owns the majority of the shares. I.e if Owners, directories or insiders and Big institutions hold 70% of the total number of shares, you could say it is 'tightly held'. Where as if it was only 30% then it would not be tightly held.
It's just the common vernacular.
It may come from the perception that Owners, directors and institutions don't 'day trade' their stock like many retail investors do.
