Your logic sounds fine to me - providing there is no "insider knowledge" (probably unlikely).
There is one possibility that ONLY a few have "inside knowledge" and they are the ONLY ones who have sold out (or down) their holdings - the T/O so far today is not insignificant.
We dont know - so we will (have to) wait and see, wont we?
