I think the argument being made is that recyclable materials have an affect on demand for new material (whether that be immediately, or sometime in the future). I see that as a valid point, although it is not easily quantifiable, and, recycling will likely have less impact on demand than the rate at which new, copper dependent, technologies are developed.
