Reports like this are always shocking but the truth can be more mundane. If you have a facility with credible allegations of staff violence, you are going to get an unannounced visit and sanctioned, sure as night follows day. And if you look at the non-compliances mentioned in the media, they could all relate to the allegations. I'm not trying to downplay the situation, simply to point out that the allegations could easily be what the sanctions are about
