They are working with a Joint Venture environment, with 2 other entities.

They all have to agree on the substance of the announcement and it essentially has to be released concurrently from 4DS, WDC and IMEC.

If this iteration is successful, IMEC will want to have their own press on it. So will WDC. Since WDC is massive, it won't have the same impact on their SP as 4DS; and IMEC is a NP organisation but all the same - you can't have unequal/uneven disclosure from one of the JV members. If WDC released first within a larger report and eagle eyes realised what the significance was for 4DS, they could have an advantage over every one else.

It's a bit like a jointly owned exploration oil well. The operating entity will get the news first, but every partner member needs to see the drill data and have a chance to absorb it before releasing the material information to the market. So trading halts are issued if required.
