Our years of dealing with the USA regarding income tax or submitting USA expat paperwork - this is no surprise that there are delays. Lots of bureaucracy always and to top it off a big mess with Democrats and Republicans during elections. A shuffle of papers and a stamp is being hopeful so expect a delay and be pleasantly surprised if the permit is issued in the next couple months.
