The department if they were going to grant the rights the decision they would have done it by now because they are "fully operational".

To say 2 weeks basically means "sorry lads we took extra time to make this difficult decision to make sure everything is correct but its a no because of x was missing from the application" They haven't requested further information or anything.

Nothing is going to be further determined within the next 2 weeks to say yes. So it will be refused on a technicality and WWI will reissue amd application and get the mining right in about 4 to 6 months.
