I very much doubt it is POSCO themselves and my reasoning is that if they are about to sign / announce anything then POSCO would be playing it close to the wind in regards to insider trading .... mind you the toothless tiger ASIC would probably do nothing just as they don't do anything in regards to blatant manipulation of a many stocks
