Is it possible that the application for the extension is actually the same as the application to drill, in that if you get the extension you have permission carried over from the lapsed permit to drill?
So if Nopta grants the extension, the pollies have an escape clause. They can just say we only extended what they were already allowed to do. We have not granted any new permission to drill.
