Standard procedure for raise bore is to drill down lower the cutting device and come back up.
I believe with larger bore raises it is done with a second pass raise expanding the diameter of the first one.
I assume the whole thing is more difficult if you're not raise boring from surface.
Pretty sure they did at Avesbury which isn't too far away but my memory is dimmed. (Especially if someone else made the profit not me).
