In a functioning democracy the judical system is the overseerer of government, military, commercial and civilian laws that are in place and they also rule on grey area cases that may not be covered by law.
Last i checked isreal is a quasi - democracy with a independant judicary - independant and uncorruptable from the government branch and the miiltary.
