Everyone keeps saying this is an "insurance policy" but it absolutely is not worded that way. They have a current permit that they did not complete and if they get a new extension/variation then it is possible that a legal challenge could occur based on them not meeting their existing permit scope of works.
By extended in the existing permit, there is no chance of a challenge based on not meeting their scope.
It seems like this is to close a loophole prior to the new variation being granted.
