Yes. The big boys would probably prefer to incorporate the IP into their own chips.
The Akida SoC will probably be sold to customers who don't have their own chip design/foundries, and who don't wish to spend the money to have someone else design an ASIC incorporating Akida IP. After all $2 million buys a lot of $20 SoCs.
