"Why not the price a week ago?"
The problem with a SSP higher then the market price is that no-one would accept their entitlement because they can buy the shares cheaper on market.
SPPs are always "intended" to be a lower price to encourage people to take them.
At the end of the day a SPP is a method for getting cash and so there is a requirement for a bit of "Greed" psychology behind it.
