There is the the straight out liar, who peddles this stuff for monetary or political gain. They believe it, but only believe it is beneficial to them. Not believe in the sense it is real.

These are generally the ones sitting at the top of the conspiracy tree. They know its lies, but peddle it for rewards.

Then there is the straight out loser. These are the ones that the above group fleeces. These people just cant believe that the problems with their own life are of their own making. It must be some secret group that is preventing them from the success and riches they deserve in life.

Both of the above groups are drawn to each other and need the other to survive.

The con, and the conned.
