We are still in that period that management are buying the stock rather than the buyback, I think this might last until early March?
Perhaps after this period ends we see an announcement with a clearer dividend policy that is well received by the market. If a clearer picture of higher future dividends was painted right now maybe management would then have to pay up more for their purchases.
