    Who knows.

    What does help is
    (a) how much a country cares about its citizens and their health, and
    (b) how much a country is prepared to pay for the vaccines.

    Israel was prepared to pay a hefty premium to secure a supply of the vaccine....at a cost of approx. $62 per person.
