Barilaro wants it to be approved, he just wants the political points for standing against it. He wants the jobs and economic rewards, but also wants the 'I tried to stop it' votes at the next election.
So he delays and puts up the good fight, and says the decision wasn't something he could change, but he tried his best to protect Sydney etc. It's all just theatre.
