It's clear whom he would give approval to, it would be Advent Energy the company that has the title!
As I highlighted earlier when you raised this hypothesis. Advent Energy can effectively hold the title for 24 months, maybe longer.
Worst case at that point, they would have been refused 3 consecutive times and the title is then canceled. For a minister then to "pick" someone else is just farcical and go against everything they have refused would just be so unlikely you can put it from your mind.
