This is misleading garbage clearly intended to downramp.
1. EPP is not the 'main' European party. Yes they are the largest, but they do not in any way hold any sort of majority or primacy

2. In the article you linked they are not 'opposed' to the project - just raising the usual concerns about impacts and urging due diligence be done. All he said is the typical 'mining has risks' - yes we know. Always gets raised and it's been done for enough centuries that we are able to adequately mitigate the risks provided there's appropriate oversight.

3. WRT administrative sanctions - read your links properly:
...while clarifying that 'as we see it, we have so far found no breach of any European legislation'.

4. WRT only proceeding on the basis of social support:
social support != complete absence of social opposition.
