It is because John Barilaro messed up, he was meant to send his decision privately to NOPTA, NOPTA then sends this to Keith Pitt. Instead he is putting on a performance and trying to blame Keith Pitt for approving it. And make sure everyone knows it is not his fault it will get approved.
This just shows us that if he is willing to not follow NOPTA procedure, there is a reason, and the reason is likely to be to win votes. However, the shareholders obviously see through this charade.
