Options are the way I see it,

The topography is very steep
It may have existing tailings sand from historic mining but is a mute argument when it comes to current regs,, but you never know
Putting the tails u/g is best solution (I think)if the mill is on site.

Remotely locate the mill (may not solve all your problems but could be easier)

get ore custom crushed else where

Sell ore to some else with a mill and it becomes their problem

I'm sure MCO have pondered over these issues for some time,, I'm confident that they have a better idea than any of use would have on a possible solution
