See I think you are slightly wrong, the entire world is getting into a buzz regarding environmental sustainability and putting more and more focus on evs and battery storage of renewables.
you from what I can work out are taking into account the current demand where to be honest the sky is the limit as more powers try to win over votes through pretending to be environmentally driven they will be pushing a major drive for batteries
Just my opinion and regarding the permits I think that's not an issue when there is political pressure that I think will drive it home
