In its simplest form it appears to give more buyers the opportunity to buy the existing shares. If we get an impressive result in burns trial and German buyers are impressed then look out could do a Vul which went from $1 to $14 pretty quick due to low shares on issue and a German broker report suggesting $9 when it was trading around $2? Vul Not medical but a good comparison i think.
