More often than not, the first 6 or so digits correspond to a broad number of people from the same region who use the same service provider/server in the same town. The last 6 or so digits are undisclosued to general members but selfnominated to be disclosed by all HC members for HC membership reasons. These last numbers reveal that not all similar IP ADDRESSES are duplicators/multinickers at all and subsequently they would not necessarily have any exclusive relationship to eachother. If you view the relevant page on HC, you will see about 10 people online here in some cases who all post at the same time of day with the same first few numbers and they are not multi's of eachother. Its all about the last numbers...
