    Government expenditure accounts for a massive amount of healthcare revenue globally. Once in place, it tends to be ongoing.

    Governments don't like to interrupt programs unless they've become a political liability - they don't like to be seen to be mean, and endangering the vulnerable - plus they're currently deep in "economic-stimulus" mode. I'd be surprised not to see funding extended.

    Funding PCK is peanuts from the health budget, and will ultimately save Governments a lot of expenditure.

    My wife is a Director in a public-private care organisation. I hear about the workings from the inside (brain-dead managers are a barrier - no doubt!).

    There's a strange friend-enemy relationship with Government oversight - many managers being very wary of being held to account by the hand that does so much to feed them.

    So inducing change involves an extended process of cajolement. From Government, a combination of encouragement, arm-twisting and funding.

    For any operational reform, there's commonly a period of voluntary adoption and adjustment before the reform is made mandatory.

    Invariably, after a lot of whining along the way, organisations get on board, and soon can't imagine how things could have ever been done differently.

    Governments won't give up so easily. Care providers will in time learn to love PCK, and such success will ultimately spread globally.
