Baptism is baptism, anyone can do it, as long as its done in the name of the Father the Son and the Holy Spirit, in other words the Trinity, sorry wotsup.
But communion I'm afraid not as one has to be a Catholic or in union with the CC.
Its not up to the priest, or even the Pope, as its part of our understanding of the bible, but unfortunately they are watering that down today by many priests which is wrong.
Taking it would be committing a mortal sin, and CC teaching is if you die in mortal sin, its a first class ticket to hell.
