    For me, the risk to reward to waiting doesn't quite add up.

    Release now
    - Labor will have to be very careful on how they approach negative commentary. They haven't presented at the conference so there will still be alot of detail to finalise.
    - Really hard narrative to support Gas and CSS and then to immediately criticise Gas and CCS exploration.
    - Likely quarantine the political commentary to the back benches

    Release after the conference
    - Labor conference may not support the policy set
    - Labor may include locations they dont support
    - This allows more time for labor to put PEP-11 in the crosshairs

    Just seems like an opportune time to release and it gets lost in the whitewash. Within 2 weeks everyone forgets about it anyway.
