If you or I want to sell 50000 NDO shares we can do it any time on any day. If an institution wants to sell 10 million shares they have to wait until there are buyers. Announcements like todays give them opportunities. Remember, many of these shares may have been purchased between 8 - 10 cents. It is frustrating but when the breakout comes the SP will move to a new level.
