This may make a lot of sense if you have limited mine output (even with 3-shift operations) and an effective chemical plant. So their logic may be - nonstop operations of the mine and regular working hours operations of the chemical plant.
Also if you consider this, it would be pretty reasonable to think about merging EMH and ZNWD into one project and one company.
