EGR also have/had similar kind of issue in Tanzania but at the same time they have developed the business outside Tanzania and look at their share price now. It's gone up from under 10 cents to 70 cents and at one time even over 1 dollar.
We just can't rely on one project, what happen if we don't get the licence ? therefore IMHO The Management should have the Plan to move forward just in case if you don't get the licence. Try to build projects in safe country like Australia, Germany, canada etc.
