The report was done by Frontier Economics, which is a high calibre firm. Probably won't affect the decision but it certainly can't hurt.
I suspect the Minister has already made his decision. Based on his comments - every single time he speaks on the topic - it points to a yes.
So get all of the details nailed down and then announce.
