No.
It's a fully functional airport and often used by FIFO. Two flights a day from Cairns. But not used as international. To go international it's via Cairns.
Freight. All fright I know of (quite possibly exceptions) comes by barge, Seaswift. Although private barges are also used.
If AQX happens on Horn. It will happen but in slow mo.
