Quite the operation for Department of Environmental Affairs in South Africa to be running a global insider trading operation targeting each and every one of their "5,000 exploration applications and 235 mining right applications".
I mean even if your theory holds true, are you ignoring the fact that Thursday saw 40,000,000 shares traded with no public knowledge of the contents of the recommendation? Or does this secret cabal of insider trading have the ability to trade $100's of millions of dollars in each and every market worldwide every time they make a decision on a particular application?
