Purely as a strategy, BPH may be leaving seismic testing off the table in the short term to maximise of getting the first approval.
Locals used this as an objection during their opposition rallies. Some refer to it as "seismic blasting". Seismic testing has been alleged to cause issues for whales, turtles and spawning fish. It's even said to depress the immune system of shellfish like lobsters!
The strategy may be to get Minister Pitt's approval and then apply for seismic testing at a later date.
