Where did that information come from? Is it a guess?
The impacts you have described coming from site will have no bearing on the water infrastructure pipeline that is no doubt either meters underground, or otherwise raised above ground (and therefore not impacted by such runoff).
It seems the issues relate to damage or impacts to the pipeline itself, and therefore a separate issue to what you have described. Also interesting enough, this is not an environmental issue, but a run-of-the-mill construction issue.
