Max time to full strength isnt really an issue i encourage you to ring you local supplier and ask a few questions it will be much more helpfull than reading research reports. When you order concrete you would say 25,32,40 MPa and that means at 28 days the concrete WILL be at that strength guarenteed by the supplier.
Its possible to order early age mixes that can reach whatever MPa you want, highrise construction often orders 22MPa @ 3/4/5 days ( this is so they can remove the formwork and tension the slab and begin on the next level ) while still requiring the mix to reach the ordered final strength at 28 days.
There is no timing issue with using flyash ( maybe in the very early days of its use ) infact its desirable to not get final strength too quickly as it can cause thermal cracking if you gain strength at a very high rate.
Also im not suggesting flyash vs halloysite im merely trying to illustrate overall mix economics are all that matters.
