isnt the 1.1cents a 20% premium on the 1 year average weighted price over the year to 30 March 09? Given that, you can see why it is so low. Look at a graph.
Agree with some LT holders, its alot of shares, but the PRR team need some reward. If you are in long term, these propositions shouldnt bother you too much as the goods will come IMO. Those in for the sort term, you have voting rights, use them.
