Doesn't necessarily mean it will go over a $1, but the company that organised the last CR for $50 million took their payment as Options. I doubt they would accept options for payment unless they were confident it would reach the strike price - which is $1. If the stock goes anything over a $1 they can convert their options to shares (at the cost of $1 each) and then sell on market for profit. The options are only valid for one year, so if the stock does not reach over $1 and they do not convert them within the year, those options expire and become worthless and it means the company that raised the funds make no money. I just find that scenario hard to believe - hence the belief the stock will go above $1 before the options expire.
