The SPP documentation states that directors can accept over-subscriptions at their discretion, so subject to the company having a use for the cash, maybe they are keen to accept all applications?
Of the 884 shareholders, only 40 have more than 100,001 shares (or $28,000 worth at today's price). So, unless existing shareholders are now far more bullish on DEM's prospects, I'd be surprised if there were more than say about 50 existing shareholders prepared to subscribe the full $30,000 under the SPP.
