The buy orders are just from an accumulation bot. It's nothing sinister or particularly clandestine. There are brokers you can work with who will use this method to buy for you if you wish. There has also been a sell bot active today, simultaneously for some of the day. Similar story there.
Looking at the chart, 23c was a previous support line, our declining line of resistance has met up with it today, we seem to have bounced, currently sitting on our first white/green candle since two weeks ago! It's quite likely we'll be retesting 28c resistance early next week as long as this candle stays nice and white/green.
With the above in mind I bought a trading parcel today (I have a habit of keeping part/all of them!). I'll be watching closely for the next half hour.
