Not sure what you are talking about in terms of faces behind masks. The only thing I read about Sangha was in Reuters out on Friday. Unless whatever news in French (you know French ?) you refer to mentions anything about the Chinese government or their local reps, then it's pretty safe to assume the deal has no official backing.
Since I follow reuters, I recall an article in late December about China wanting to develop world class iron ore overseas as per their Soviet style 6 year plan. Surely, if Sangha signing with those Congo ministers was part of this commie strategy, you would expect fireworks and brotherly hugs and kisses appearing in our papers by now. And I doubt the CCP would share anything with some French mob calling the shots.
Given the bad blood at the moment between China and Aussie (brought to my attention in today's news in the AFR by Gina Rheinhart's warning to Aussie MPs that iron ore price will plunge when China gets them mines overseas going), it would make sense for China to develop all the resources in an even bigger cluster and not just those 3 mines in Congo.
Hopefully, Congo relents and hand back the mining permits to the 3 companies to attract some heavy duty backing from the PRC for immediate develoment.
