All of the above sounds plausible. I also bet the NSW/Aus Govts were more than favourable when it came to discussing tin tacs such as leases, tax offsets, research grants etc to help them. The NSW Govt probably didn't even believe BP when first threatened with walking away from such a new plant. Now that they have, they won't make the same mistake twice when dealing with a new company, particularly a home grown Sydney company with huge potential in a number of technologies. Thinking back to last year, the decision to means test solar panel subsidies probably also came into the equation for BP.
