Who are they going to strike?
Japan and South Korea are the two closest "enemies". Both are covered by defence agreements with the United States and the US has troops in both countries.
Any attack would be met by overwhelming counterattack and the North Korean Government would be kicked out.
So not in there interests to attack.
Sabre rattling on the other hand........
