Well, actually a pretty fair question. How would you feel if this was a gold operation and didn't have a mining lease? This is nothing if not an unconventional approach. If I were the Minister I might feel I was being blackmailed. Not saying the mining leases won't happen but this is very much a cart before the horse situation.
