    I think I can see what you mean with the following chart,
    Interesting 18-19c has been strong resistance for WKT, it has only breached these level's once in the past 9 months.

    Shown in blue (arrows) you can see it has hit 18-19c 3 times. It fell back to 12-13.5c.
