I think you misunderstand the reason for the big Cloud platforms being mentioned. it's not because they have signed agreements with NET, it is because the NET technologies have been successfully deployed and tested on those platforms.
this is not an insignificant achievement as the big Cloud providers do limit/prevent some network capabilities on their platforms. Amazon for example prevented UDP broadcast until only recently and that is a very significant Internet protocol.
the fact that NET has navigated these incompatibilities and is certified for use on the major Clouds is absolutely a milestone to celebrate
