if you are talking about Pfizer, yes idt won't be able to do it, maybe luina bio can and idt just fill in the bottles.
in their announcement they said they can make vaccine and they told government a few times, my guess is they are going to make novavax. it just seems rather coincide that the largest shareholder of idt happens to be in the same office as the company who rolls out the novavax vaccine.
the government is definitely wanted to push for domestic productions, but I'm not sure if they wanted all three to be manufactured on-shore or are they going to just pick one of them between Pfizer and novavax.
