Let's keep in mind here, INF is not the only miner in this region. It does pain me to say, but the opportunity might end up going elsewhere, if it does ever kick off.
Always remember, it may well be an EU initiative and broader European initiate, to drive forward usage of EV's. Regional states, especially those in Espana, won't be bothered at all by Spanish or EU mandits or guidance. As long as the region is taken care of, that's all that matters.
